move TimecodeFormat to libtimecode
...
provide a way to convert any TimecodeFormat to float frame-rate,
not only the currently active timecode_foramt.

Rename libmusictime libtimecode (consistent with already used namespace "Timecode").

Move BBT_Time to libtimecode.
